Cammeray Rules

Teams entering the Cammeraygal Touch Competition agree to abide by the following Rules and Conditions set by the Competition Committee.

1. Registration - Teams will register a minimum of eleven (11) players and a maximum of seventeen (17). A maximum of fourteen (14) players may compete in any given match, no more than seven (7) of whom are allowed on the field at any time.

2. All team delegates will ensure all players are familiar with the Rules and Conditions as laid down by Cammeraygal Touch Competition.

3. All teams are required to complete Affiliation and Insurance Forms. The completed Affiliation and Insurance Forms must be returned via email to the Cammeray Touch before the third game of the season. A late penalty of one (1) competition point per week will apply. To register with a team this season, a player must complete his or her personal details on that team’s Affiliation and Insurance Form before the third game in the draw. Late registrations of additional players will be accepted before the tenth game of the season subject to the approval of the Competition Committee. A maximum of five (5) late registrations per team may be allowed and players must complete their details on the Affiliation and Insurance Form before taking part in any matches. Any unregistered players found on the field will cause their team to forfeit. Random checks will be made. Any queries from teams regarding registered players may be verified through the Ground Supervisor.

4. Forfeit - Teams must advise the Cammeraygal Touch Committee no later than 1 pm on game day if they wish to forfeit their game. Any team that wins by forfeit will be recorded as having won 5 to nil for the purposes of the "for and against" table. Any team that forfeits three games will be suspended from further competition.

5. Wet Weather - Games will be cancelled when North Sydney Council closes the playing fields. Details regarding ground closures due to wet weather can be obtained by ringing 9936 8220 after 4.30pm. This recorded message is a service provided by the Council for Team Managers only. The Competition Committee reserves the right to cancel games after 4.30pm in the case of extraordinary weather or danger to player safety.

Dates have been set aside in the draw to recover games cancelled due to wet weather. In the event that games have already been recovered before these dates, an alternative draw has been provided. If the Elimination Final or Grand Final is cancelled due to wet weather, the Competition Committee will provide an alternative date for the game to be replayed.

6. Games will start promptly at the times published in the draw. Each game will be of forty (40) minutes duration, consisting of two twenty (20) minute halves with a five (5) minute half time break.

7. All teams must supply a touch ball. "Steeden Classic Touch Ball" is preferred.

8. Team Dress - Teams must be properly attired in uniforms consisting of shirts or singlets, shorts or briefs, socks and shoes. Playing shirts with white or near white as the major colour are not permitted. Shirts must be numbered. Identifying numbers are to be clearly displayed on the rear of the shirt (not less than sixteen (16) cm in height) or on both sleeves (not less than eight (8) cm in height). Some leniency will be allowed during the first three weeks of the season only. Referees are not to allow players to participate unless the above dress requirements are met.

9. Team Meetings - Meetings will be held when considered necessary by the Competition Committee. A representative from each team must be present.

10. Playing Rules - The rules of the Australian Touch Association will apply unless otherwise stated. The latest edition Playing Rules book is available through the Ground Supervisor.

11. Insurance - Cammeraygal Touch Competition is not responsible for any injuries incurred by players or officials. All players taking part in our competition are covered through the Australian Touch Association Incorporated Sports Injury Scheme.

For your team to be eligible, you must complete the ATA Registration and Insurance Form and email it to the Cammeray Touch by no later than week 3 of competition.

12. Injury Claims - In the event a player sustains an injury during a game, it is vital that the referee of that game is notified immediately. The referee is to make a note on his playing card for the Committee’s records. The player must then write to the Cammeraygal Touch Competition stating who, where, when and what happened to receive an insurance claim form (email accepted). Once the player receives the insurance form, any further issues relating to the injury are to be forwarded directly to the insurance company, Sportscover.

13. Finishing Positions - Should two (or more) teams have equal points at the completion of the round robin games, then the Simple Averages method will be used to decide which team will enter the finals series (difference in touchdowns "for" and "against", with the higher progressing). If teams are still equal, the Percentage Method will be applied (fraction consisting of "for" over "against" multiplied by 100, with the higher progressing).

14. Duty Team Responsibilities - The responsibilities of the duty team are to assist with the movement of field equipment and to make available two (2) players to act as referees, if required. The duty teams for each night and rostered times are noted in the draw. Teams will be contacted by the Referees Coordinator on game day if required to report for duty.

The two members of the designated duty team must report to the Referees Coordinator Supervisor promptly at the time noted in the draw. Failure to have two players report to the Ground Supervisor will result in the automatic loss of one (1) competition point per player who fails to report (maximum loss of two (2) competition points).

15. Finals - In the event that the score is tied in Elimination Finals or Grand Finals, the Drop Off Procedure will be utilised to decide a winner. An explanation of the Drop Off Procedure is appended.

16. Player Misconduct The referee is the sole judge on matters of fact and is required to adjudicate on the rules of the game during play. Instances of players commenting on refereeing decisions, to the referee, during the game will not be tolerated. We seek the team managers’ co-operation in ensuring that referees are shown every courtesy in their demanding job.

The Competition Committee has instructed the referees to actively and immediately penalise any instances of "back chatting". Any player dismissed from the field for the "Remainder of the Game" is automatically suspended for two competition games. Should the referee's report warrant further action by the Judiciary Committee, that Committee will handle the matter. A hearing of the Judiciary shall be instigated by a "Notice of Judiciary Hearing" issued by the Administrator.

17. Email & Notice Board. From time to time, notices relevant to the competition or individual teams will be emailed to team managers and or posted on the Notice board by the Committee. It is expected that each team representative will read check both their email inbox and the notice board each week. The Competition Committee will take no responsibility for teams disadvantaged in any way by failure to read information issued via email or posted on the board. Please ensure prompt notification of any change to your email address to ensure all notices are received.
